QCOMM911 is a unit of government formed by an Intergovernmental Agreement of its member municipalities as authorized under the Illinois Intergovernmental Cooperation Act (5 ILCS 220/1). It has the same rights, responsibilities, duties and obligations as any other unit of local government with two exceptions: QCOMM911 cannot levy a tax or issue bonds. QCOMM911 is governed by an 8-member Board of Directors (the City/Village Administrators of the four communities are voting members and 4 are non-voting public safety representatives from each community) which establishes bylaws, annual budgets, and hires the Executive Director. The Board meets bi-monthly (as of November 2022) and oversees routine finances, personnel, policies, and agency planning.
